I am directed by His Excellency the Governor to acknowledge the receipt of your
letter No 3220 of the 28th ultimo, and I am to state that as the two Colonial Governments
do not quite agree on the question whether the Secretary's of State's Hong Kong Despatch No58 of 21st June, 1875, applies to the case of Mr. Isagner or not, His Excellency thinks it will be well to send it to Downing Street for decision.
